About

In response to India’s food shortage during World War II, the Food Department was established in 1945. At first, it was known as the Civil Supplies Department, and it supplied atta, wheat, rice, and sugar, among other items. Many goods were supplied even after Pakistan was established. Last but not least, the Food Department used to ration only three foods: sugar, rice, and atta. The Junejo dictatorship de-rationed sugar between 1984 and 1985, and in 1986 it also de-regulated rice and atta.

As a result, the rationing system was totally dropped. It was determined, therefore, that the government might keep obtaining wheat at a support price and supply it to the flour mills at subsidized prices; the subsidy might then be gradually removed over the course of the following several years.

Regretfully, the cost of atta became a highly contentious topic, and the authorities lacked the political fortitude to stop providing subsidies. Since then, the amount of the subsidy has been paid continually, with variations in amount according to the amount of imported wheat consumed, rising transportation costs, rising jute bag prices, and bank markup rates on loans received by the Food Department.
